I tried to poke at the to-do list thing, but it didn't seem like it was useful for me. My guess is, it's something they started to add before they realized it wasn't all that great.
IF you take a peek at the bottom of the page, you do see this note:
Note: The to-do list system is in beta. We're well aware it has a lot of work needed, and it definitely needs to be documented-- especially the security related things.

I'd guess it's just in beta-test, and certain users are able to access it for the time it's in testing, while the rest need to wair.
